FS-113

The New York State DMV Form FS-113, also known as the Certificate of Removal of Vehicle from United States and Canada, is a legal document used by vehicle owners to apply for an exemption from the Motor Vehicle Financial Security Act. This form is necessary when a vehicle registered in New York is being relocated or exported outside of the U.S. and Canada for international traffic, effectively exempting the owner from New York's mandatory auto liability insurance requirements for that vehicle.

The form must be completed in duplicate and presented to a DMV office along with the vehicle's registration. Key requirements of the FS-113 include:

- Certification that liability insurance will not lapse prior to the vehicle's removal.

- Detailed vehicle information, including the VIN, year, make, body type, and plate/sticker numbers.

- An agreement by the registrant to notify the Commissioner of Motor Vehicles immediately upon the vehicle's return and to provide new proof of insurance.

- A requirement for the registrant’s signature and subsequent approval by a DMV staff member.

Submitting this certificate ensures compliance with state regulations and helps owners avoid legal complications or penalties associated with uninsured vehicles. Once approved, one copy is returned to the registrant with their registration, while the other is retained by the DMV.
