IRP-16

The IRP-16 form is the Application Booklet for the International Registration Plan (IRP) in New York State. The IRP is a reciprocity agreement between 48 U.S. states, the District of Columbia, and 10 Canadian provinces that allows for the apportioned registration of commercial motor vehicles operating in multiple jurisdictions. Under this plan, registration fees are shared among member jurisdictions based on the percentage of total distance traveled in each.

- Eligibility: Commercial vehicles weighing over 26,000 lbs, having three or more axles regardless of weight, or used in combinations exceeding 26,000 lbs are eligible if they travel in two or more jurisdictions.

- Documentation Requirements: New accounts require Schedule A & C (Form IRP-6), Schedule B (Form IRP-5), proof of New York State title or ownership, valid NYS insurance, proof of identity, and proof of payment for the Federal Heavy Vehicle Use Tax (IRS Form 2290) for vehicles 55,000 lbs or heavier.

- Apportioned Fees: Registration costs are calculated based on the carrier's operation type, vehicle size, and the mileage reported for each state or province.

- Credentialing: Upon successful registration, the base jurisdiction (New York) issues a single set of apportioned license plates and a cab card, which lists all member jurisdictions where the vehicle is authorized to operate.

- Mandatory Compliance: Registrants must maintain an established place of business in New York and comply with all applicable Federal and NYS Motor Vehicle Carrier Safety laws.

- Supplemental Transactions: The application is also used for adding or deleting vehicles, increasing registered weight, changing account names, or replacing lost or stolen credentials.
