MV-103

The NY DMV MV-103 form is a legal document used by vehicle sellers and buyers to certify a vehicle's mileage and damage history when the standard certificate of title or bill of sale lacks these disclosure sections. It is mandatory for vehicles manufactured in or after the 2011 model year that are 20 years old or newer for odometer disclosure, and for vehicles 8 model years old or newer for damage disclosure.

The form requires the seller to certify whether the odometer reading reflects the actual mileage, exceeds mechanical limits, or is inaccurate. Additionally, it serves as a damage disclosure statement where the seller must indicate if the vehicle has been wrecked or destroyed to the point of being considered salvage; failure to disclose this history can result in civil fines up to $2,000 and criminal penalties. Both parties must sign the document, and it must be submitted to the DMV to facilitate the registration or title transfer process.
