The NY DMV form MV-1940, titled Certification for Local Transit Service (LTS), is a legal document required for registering franchise buses in New York State. It serves to calculate and certify the number of buses in a fleet that qualify for LTS registration based on a specific formula involving total New York State mileage and the mileage specifically attributed to local transit operations. To qualify, an omnibus must regularly pick up or discharge passengers at convenient street locations or bus stops, or at terminals located no more than specific distances apart.

The form requires registrants to provide detailed information, including their contact details, the registration year, the total number of buses in their New York State fleet, and mileage data from two years prior. Applicants must also specify the seating capacity for each bus being registered and disclose any previous LTS registrations for that year. Completion of the MV-1940 must be accompanied by the Department of Transportation form RA-1C, and while it can simplify the registration process by exempting certain insurance proof requirements when submitted with the RA-1C, it carries significant legal weight, requiring a formal signature to certify that all provided data is accurate and that necessary fees will be paid.
