MV-35

The New York Vehicle Owner Statement (Form MV-35), officially titled "Statement of Vehicle Owner Who Does Not Have A Valid Title," is a legal document used to transfer ownership of a vehicle for the purpose of dismantling or scrapping. This form is specifically designed for vehicle owners who either never obtained a title in their name or have lost their original title. Use of this form is strictly limited to vehicles that are at least eight model years old and have a fair market value of $1250 or less.

The form facilitates the direct transfer of such vehicles to licensed entities, including registered vehicle dismantlers, itinerant vehicle collectors (IVCs), or certified scrap processors. It cannot be used to transfer ownership to private parties or unlicensed entities like tow truck drivers or charitable organizations. The document requires certifications and signatures from the vehicle owner, the delivery agent (if applicable), and the receiving business. Once a vehicle is transferred using an MV-35, it may never be titled again, ensuring that inoperable or low-value vehicles are legally and permanently removed from the road. Participants are cautioned that making false statements on the form is a misdemeanor.
