This process is part of the New York State Auto Theft Prevention Program, designed to ensure that rebuilt vehicles are not composed of stolen parts and to protect consumers from fraud. The application requires a non-refundable fee of $200 for vehicles with a New York State Salvage Certificate (MV-907A) or $205 for those with other types of ownership proof, such as an out-of-state title or a bill of sale.

The application process is conducted exclusively by mail and requires comprehensive documentation, including the original proof of ownership, a sales tax receipt (FS-6T), proof of identity, and original receipts for all replaced major body parts and power train components. These receipts must often include the VIN of the source vehicle to prove the parts were legally acquired. Once the application is processed and approved, the DMV schedules an examination at a designated facility. During this inspection, the owner must provide evidence of repairs and color "before" photos of the damage. If the vehicle passes the examination, a New York State Title Certificate branded with "REBUILT SALVAGE" is typically mailed to the owner within several weeks, allowing the vehicle to be legally registered and operated on public roads.
