The Application for Registration Processing by Private Partners (Form PSP-1) is the primary document used by businesses to apply for participation in the New York State Department of Motor Vehicles (DMV) Private Sector Partnering (PSP) Program. This program enables eligible entities—including rental/leasing companies, fleet management firms, licensed automobile dealers, dealer associations, private service bureaus, and government agencies—to process vehicle registrations directly at their own business locations. By participating, these partners eliminate the need to visit or mail documents to a physical DMV office, streamlining administrative workflows for large-scale registration needs.

While the DMV does not charge a participation fee and provides necessary plates and registration documents at no cost, partners must connect through a third-party system integrator and are responsible for per-transaction fees assessed by that provider. The application process requires businesses to detail their eligibility and agree to the technical and procedural standards maintained by the DMV and its authorized integrators, who provide the software, training, and ongoing technical support necessary to facilitate the remote registration services.
