The Transportation Network Company License Application (Form TNC-1) is a legal document used by businesses to apply for or renew a license to operate as a ride-sharing service in New York State (excluding New York City). To qualify, a TNC must operate exclusively through a digital network to connect passengers with drivers for prearranged trips. The application requires a $100,000 initial fee ($90,000 of which is refundable if denied) and a $60,000 annual renewal fee. Applicants must provide comprehensive documentation, including a Certificate of Group Insurance, proof of business authorization, and samples of the company's trade dress or emblems.

By signing the application, the TNC certifies compliance with several strict regulatory requirements. These include conducting robust criminal background checks on all drivers, enrolling drivers in the DMV’s License Event Notification Service (LENS) to monitor traffic violations, and maintaining specific insurance coverage ($1.25 million liability while a passenger is present). Furthermore, TNCs must adopt non-discrimination policies, ensure accessibility for passengers with disabilities, and adhere to a 4% state assessment on gross trip fares. The DMV retains the authority to audit these companies and may suspend or revoke licenses for failure to comply with New York State Vehicle and Traffic Laws.
