How to Register Your Out-of-State Vehicle in New York: A Step-by-Step Guide

Welcome to the Empire State! If you’ve just moved here, New York law requires you to register your vehicle within 30 days of establishing residency. If you've purchased a vehicle from out of state, you'll need to get it registered before you can legally hit the road.

While the process can feel overwhelming, breaking it down into these five steps will help you get your new plates without the headache.

Step 1: Get New York State Insurance

New York has very specific insurance requirements, and the DMV will not accept out-of-state insurance coverage. You must contact your insurance provider to transition your policy to a New York State certified policy. They will issue you a New York State Insurance Identification Card (FS-20). Ensure the name on your insurance card matches the name on your vehicle registration exactly.

Step 2: Gather Your Proof of Ownership

To register the car in NY, you must prove you own it. You will need:

  • The Original Out-of-State Title: It must be the original, not a photocopy.
  • Lienholder Information: If you are still paying off a loan on the car, you will need a certified copy of the title or the out-of-state registration in your name.

Step 3: Complete the Required DMV Forms

There are three main forms you’ll need to have ready:

  1. MV-82 (Vehicle Registration/Title Application): The primary application for your plates and NY title.
  2. DTF-803: This form is used to claim a sales tax exemption if you purchased the vehicle before moving to New York.
  3. Proof of Identity: You must meet the DMV’s "6-point" proof of identity requirement (e.g., your out-of-state license, Social Security card, and a utility bill).
Step 4: Pay the Registration Fees

New York registration fees are based on the weight of your vehicle and the county where you reside. Costs generally include:

  • The Title Fee: $50.00
  • Plate Fee: $25.00
  • Registration Fee: Calculated by weight (usually every two years).
  • Sales Tax: If you haven’t paid sales tax in another state, or if you were already a NY resident when you bought the car, sales tax may be due.
Step 5: Get Your NYS Inspection

Once you receive your New York plates, you aren't quite finished. You will receive a 10-day temporary inspection extension. You must take your vehicle to a licensed New York State inspection station within those 10 days to receive your safety and emissions sticker.
