How to Title & Register a Vehicle in New York: A Step-by-Step Guide

Step 1: Gather Your Essential Documents
Before heading to the DMV, ensure you have all the necessary paperwork. This will streamline the process and prevent multiple trips.
- Your Vehicle Title: This is the most crucial document, serving as proof of ownership. If there's a lienholder (e.g., a bank), the original title might be held by them. You may need a certified copy from the lienholder.
- Proof of Identity and Date of Birth: A current New York State driver's license, learner's permit, or non-driver ID card is ideal. If you don't have one, refer to DMV Form ID-82 for other acceptable proofs.
- New York State Insurance ID Card (Form FS-20): You must have New York auto liability insurance in place before you can register your vehicle. Your insurance company will provide you with two barcoded NYS Insurance ID Cards and electronically notify the DMV of your coverage. Both are required.
- Bill of Sale (if applicable): If you recently purchased the vehicle, a bill of sale is essential. It should include the vehicle's year, make, VIN, date of sale, purchase price, and the printed names and signatures of both the buyer and seller.

This is often included on the title. If not, you may need to complete the Odometer Disclosure Statement section of Form MV-103.
- Damage Disclosure Statement: If your out-of-state title does not include a damage disclosure statement and the vehicle is 8 years old or newer, you and the seller must complete the Damage Disclosure Statement section of Form MV-103.
- Payment for Fees and Taxes: Be prepared to pay the title fee ($50), sales tax (if applicable), license plate fees ($25), registration fees, and any vehicle use taxes. Fees can vary by county.
- Proof of Inspection (if required): While you don't need an immediate New York inspection if your out-of-state inspection is still valid, you will need to get a NYS inspection once your out-of-state inspection expires or within one year of your NYS registration date, whichever comes first. If your previous jurisdiction did not issue an inspection sticker, you must get a New York State vehicle inspection immediately.

New York State requires all registered vehicles to undergo a safety and emissions inspection every 12 months. If you have an out-of-state inspection and it is still valid, you can drive on it until it expires or for one year after your New York registration, whichever is sooner.
